The elk are considered property of the State, the tax payer, and therefore are all controlled by hunting regulations set forth in the state. Sometimes there are special owner permits, but that usually is for larger property owners. Check the CO hunting regulations for details.

I own land in Moffat County, Colorado. My share is 78 acres. Does anyone know if I can hunt on my land without permits or licenses? This is private property.
